Idle Issues

I own a 1980 TR8 convert. w/ZS's. Awhile back the car overheated. About 1 1/2 mos. ago I had the water pump replaced. After I picked up the car I started having cold starting issues-hard to start; idled at 200-300 rpm's and at cold start, engine would bough down and almost die when pulling away from stand still. I just had the starter replaced. The engine still has the before mentioned problems.
When warm the idle is still around 200-300 rpm's, but runs normal otherwise.

Questios:
1. When replacing the water pump, do you need to remove the timing cover/belt?
2. If not timing belt related, what would be my next place to look?

If this has been discussed, would someone point me in the correct direction, in order to read the pertanent posts?

Sounds like the carbs to me. Have you tried adjusting the idle up? How is the gas mileage? Does it have FASD? (Fully Automatic Starting Device=automatic choke) I don't know whether the V8 TRs have that or not. It is a problem on the TR7s with the ZS carbs
